This customization loads the normal four modules, and adds the include element from XInclude (see for details on this scheme). This allows you to validate TEI documents before XInclude processing. In general, this is not the right way to work, since you would normally validate after any inclusions have been resolved. include is set up here to be allowed in the teiHeader and instead of or between paragraph-like objects.
